Luton's commercial floorspace sits in three bands rather than one district. West of the centre: Dallow Road Industrial Estate, the Cosgrove Way industrial area behind Hatters Way, Bilton Way and Kingsway at Farley Hill, and Sovereign Park towards Leagrave. North, up at Sundon Park: Willowgate Trading Estate on Dencora Way with Scott Road and Park Avenue running off it, North Luton Industrial Estate and Progress Park, all close to the M1 at junction 11a. South and east: Flowers and Telmere in New Town, Windmill Trading Estate in Park Town, and Barratt Industrial Park on New Airport Way.
So a Luton contract is rarely a floor of desks. It is unit floors and loading bay thresholds, a welfare cabin and a mess room, a trade counter the public walks into off a working yard, and washrooms used by people in workwear. The counter and the yard are usually the same building, which is why the specification has to cover both and why one frequency across the whole unit never fits.
Nearly all of it happens outside trading or between shifts, and in Luton that is two different problems. On the estates it is finding the gap between a late finish and an early start. In the town centre it is that a van cannot legally be at your door at seven in the morning. Both are workable, they are just worked differently, and the answer belongs in the specification rather than in week three. Getting a van to the door, and what the floors are like when you do
Start with the town centre, because it sets the clock. Three streets are pedestrian zones enforced by camera: George Street between Wellington Street and Castle Street, Bridge Street from Library Road to New Bedford Road, and Manchester Street between Gordon Street and Wellington Street. They are pedestrian zones at all times, with one exemption, commercial vehicles up to 3.5 tonnes loading or unloading between 10am and 6pm. For a shop on any of those streets that turns the usual before-opening clean on its head. The clean can still happen early. It is the machine and the kit that have to arrive inside the middle of the trading day, or be carried in from off the zone.
West of there the floors change. Along Dallow Road and Chaul End Lane a retail run and a trade run sit on top of each other: B&Q and Aldi on Dallow Road, Currys and Smyths on Chaul End Lane, with Jewson, CTD Tiles, Bestway and Screwfix on Bilton Way inside the same few hundred yards. A toy shop and a builders merchant counter take similar footfall and need completely different work. Counter floors here collect forklift tyre marks, pallet dust and whatever the yard walks in, so they want scrubbing rather than mopping, and the loading bay edge and the shutter threshold hold the worst of it. The mess room is what your own staff actually judge you on.
North of the town the question changes again. On a multi-let estate like Willowgate on Dencora Way, or North Luton and Progress Park around it, the first thing to settle is where your demise stops. The unit floor, the counter and your own washroom are yours. The estate road, the shared yard and the bin store are usually the landlord's or the managing agent's. We clean both, but they are two contracts and two invoices, and it is cheaper to find that out before the first visit than after the first argument. CBRE is one of our clients, so a brief that arrives from a managing agent rather than the occupier is normal for us.
Waste is the other thing worth writing down. Since 31 March 2025 any workplace in England with ten or more full time equivalent staff has had to keep dry recycling and food waste apart from general waste, and the Environment Agency can serve a compliance notice on anyone who does not. Smaller workplaces have until 31 March 2027. Luton Borough Council sells commercial and clinical collections, and whoever removes the waste needs a written transfer note describing it. A cleaning contract does not move that duty of care off the occupier, so what happens to a bag at the end of a visit belongs in the specification too.

Our shop is on George Street. When can you actually get to us?
George Street between Wellington Street and Castle Street is a pedestrian zone at all times, and it is camera enforced. The only exemption is commercial vehicles up to 3.5 tonnes loading or unloading between 10am and 6pm, which is the same on Bridge Street and Manchester Street. So a seven o'clock van at the door is not an option. What works is dropping the kit inside that window, or parking off the zone and carrying it in once you have closed.
We run shifts at a unit off Dallow Road. Can you clean between them?
Usually. Early starts, late finishes and the changeover gap are how most of the work gets done on the estates off Dallow Road, Cosgrove Way, Chaul End Lane and Sundon Park Road. What we need to know first is whether the floor is clear at that point, because a scrubber cannot work round stacked pallets. We do not cover nights, so if your changeover falls at four in the morning, tell us at the quote stage and we will look at the shoulder either side of it instead.
Our unit has a trade counter at the front and a warehouse behind. Is that one job?
One contract, two frequencies. The counter, the entrance glass and the customer washroom are seen by the public and usually want doing every day you are open. The warehouse floor, the racking aisles and the loading bay do not need that, but when they are done they need doing properly with a machine. Writing it as one blanket frequency across the whole unit means paying too much for the back and too little for the front.
Do you take the rubbish away with you?
No. We bag it, move it to your bins or bin store and keep dry recycling and food waste separate. Taking waste off site is a registered waste carrier's job with a written transfer note behind it. Luton Borough Council sells commercial and clinical collections, and the duty of care stays with the business whoever does the cleaning.
We are a food business off Dunstable Road. Will a clean improve our hygiene rating?
Not on its own, and anyone who says otherwise is selling something. Food premises are rated on three things: how food is handled, the condition of the building, and how the business manages and records food safety. We deal with the second one: floors, walls, splashbacks, shelving, front of house and washrooms. Extract ductwork is a specialist job with its own certificate and we will say so rather than pretend otherwise.
Does the Luton BID levy cover cleaning our unit?
No. Businesses voted in 2024 for a third five year term and Luton BID now runs from 2025 to 2030. It pays for the trading environment across the town centre and stops at your door. Inside is the occupier's, or the landlord's where the lease says so. Check your rating list entry if you are not sure whether you are in the levy area, because the BID is a town centre scheme and plenty of Luton businesses sit outside it.
