Two dates a month apart changed what changeover work looks like in Luton. From 1 May 2026 every private tenancy in England runs periodically, so a tenant can give two months' notice on any day of the year, timed to end with a rent period. From 1 June 2026 a house of three or four sharers needs a licence anywhere in the town, not only the five person houses that always did, and a let in the Town Centre or Park Town needs a selective licence on top of that.

So the work no longer bunches. Check-outs land in February the way they used to land in July, and a six bed house does not empty on one day any more. Each room that changes hands is its own changeover, with the shared parts of the house still in use while it happens.

We work a Luton check-out in the order it gets inspected rather than room by room from the front door. Shared kitchen first, then the bathrooms, then the stairs, landings and hallway, then the room itself. That order matters because two people may end up looking at the same property: an inventory clerk holding the check-in report for one room, and, in a licensed house, a council officer whose interest is the common parts and how the waste is stored. Dated before and after photographs of every room go into our app, so tenant, landlord and agent are all reading the same evidence.

Fuller houses, a new licence, and check-outs that no longer wait for summer

Luton households are fuller than the national picture by some way. The 2021 census counted 9,610 overcrowded homes here, 12.2 per cent of the total, against about four per cent nationally, and among private renters and people living rent free it reached 19.2 per cent. It concentrates in Dallow, Biscot, South, High Town and Saints. One kitchen and one bathroom carrying six or seven people for two years is a different job from a couple leaving a one bed, and it takes longer.

Both schemes run to 4 February 2029, with the early bird application window closing on 31 August 2026. The council's conditions cover how a house is managed as well as how it is built: rubbish storage that works between collections, and common parts kept in order. Licensing is not our field and no clean makes a property compliant. What a clean does is take the shared kitchen, the bathrooms, the stairs and the bin store off the list of things worth photographing, whichever inspection turns up first.

Two practical things catch people out on the day. Much of central Luton is a controlled parking zone, and during the hours shown on the plate those bays belong to permit holders, so a removal van and a cleaning van cannot both sit outside all afternoon. Residents get visitor vouchers, and it is worth asking the outgoing tenant whether any are left. The other thing is that whatever has been abandoned has to go before anyone can clean under it. The council takes bulky item collections through its website, up to ten items at a time, and caps how many it runs each day, so that is a booking to make early rather than on the morning.

We are licensing our Luton HMO. Does that change what a check-out clean covers?

It changes who else is looking. A clerk compares one room against the check-in report for that room. The council's conditions are about how the whole house is run, so the shared kitchen, the bathrooms, the stairs and the rubbish storage all come into it. We clean the lot. We do not advise on licensing.

Tenancies here no longer end in the summer. How far ahead should we book?

Since 1 May 2026 a tenant can serve two months' notice at any point, ending with a rent period, so the old term time bunching has gone. Give us the check-out date the day the notice lands rather than the week before the inspection. If you are also getting the place ready for someone moving in, tell us then, because the clean before a check-in is a separate visit from the one after a check-out.

Can you turn one room round while the other tenants are still in the house?

Yes, and a good share of our Luton work is exactly that. The room itself, the shared kitchen and bathroom, and the stair and hallway the next tenant walks through. We agree beforehand what we can reach while people are in and what has to wait until they are out. Everyone we send is DBS checked and the company is fully insured.

There is nowhere to park outside our flat. Is that a problem?
